Consultancy overview

Through the Artemis project, the Alliance of Bioversity International and CIAT seeks to strengthen team effectiveness, collaboration, and performance within its multidisciplinary Artemis/Tatu team.

Following a series of foundational team-development workshops conducted in 2025, the Alliance intends to engage a consultant to design and implement a structured “Team Grounding” programme.

The programme will reinforce previous learning, support ongoing team dynamics, and embed sustainable practices that enhance collaboration, leadership, and integration with scientific work.

Objectives

The consultancy aims to strengthen team effectiveness, collaboration, and performance within the Artemis/Tatu team by building on previous team-development work and embedding sustainable team practices.

The consultancy will specifically:

  1. Consolidate and deepen team capabilities in work styles, communication, collaboration, and conflict resolution.
  2. Translate team-development concepts into practical, ongoing applications that directly support project delivery and scientific collaboration.
  3. Strengthen leadership capacity within the team to sustain team-development practices beyond the consultancy period.
  4. Improve the integration of team dynamics with scientific work, thereby enhancing productivity, decision-making, and cross-disciplinary collaboration.
  5. Establish continuous learning and reflection mechanisms that support adaptation as the team evolves in 2026 and beyond.

Scope of work

The consultant will design and implement a structured “Team Grounding” programme combining in-person workshops and virtual sessions.

Key activities will include:

  • Designing and facilitating team workshops, including an initial multi-day workshop and a closing workshop focused on reflection and planning.
  • Delivering periodic online sessions of approximately 1.5 hours each to reinforce learning, address emerging challenges, and maintain team alignment.
  • Developing and implementing thematic modules covering:
    • Strengths integration and practical application.
    • Communication enhancement and feedback practices.
    • Conflict resolution using real team scenarios.
    • Collaboration and workflow alignment across teams.
  • Creating practical tools and frameworks, such as a Team Strengths Playbook, communication protocols, and collaboration guidelines.
  • Supporting leadership development through facilitation or coaching sessions for team leaders and emerging leaders.
  • Integrating team development into scientific workflows to ensure alignment with project goals and improve team effectiveness in research delivery.
  • Establishing ongoing reflection and feedback mechanisms, including structured check-ins and adaptive session designs based on the team’s needs.

Expected deliverables

The consultant will be expected to provide:

  • An inception plan outlining the detailed approach, session structure, and annual engagement plan.
  • Facilitated team workshops, including workshop materials and session summaries.
  • A series of facilitated online team sessions with defined themes and documented outcomes.
  • A Team Strengths Playbook and supporting tools for applying team strengths in practice.
  • Practical frameworks and guidelines for communication, collaboration, and conflict resolution.
  • Leadership-development sessions and/or coaching support for selected team members.
  • A final report summarizing the activities, key insights, progress against the objectives, and recommendations for sustaining team development.

Contract period and budget

  • Contract period: Approximately April 2026 to December 2026.
  • Budget: TZS 9,500,000, exclusive of VAT.
  • Payment schedule: The budget will be paid in three instalments upon completion of each milestone.

Key milestones

  • June 2026: Initial team workshop lasting two to three days and programme launch.
  • June–November 2026: Periodic online sessions, approximately monthly or at defined intervals, focused on key thematic areas.
  • December 2026: Final team workshop lasting one to 1.5 days, focused on reflection, consolidation of learning, and planning for 2027.

The programme will follow a structured cadence combining in-person workshops with ongoing virtual engagement to ensure continuous reinforcement and application of learning.

Proposal requirements

Interested consultancies or teams should submit proposals containing:

  • Relevant experience in team development, organizational development, facilitation, and leadership training.
  • An approach and methodology aligned with the consultancy’s objectives and scope.
  • A detailed work plan and schedule.
  • A budget and resource plan.
  • Qualifications of key personnel.
  • Certificate of Registration, TIN, VRN where applicable, and EFD/VFD.

Award criteria

The contract will be awarded based on fulfilment of the qualification criteria.

Anti-bribery and corruption requirements

All bidders must fully comply with the Anti-Bribery and Corruption Act.

Exclusion criteria

Each bidder must confirm in writing that:

  • Neither the bidder nor any related company to which it regularly subcontracts is insolvent or being wound up, is having its affairs administered by the courts, has entered into an arrangement with creditors, has suspended business activities, is the subject of proceedings concerning such matters, or is in an analogous situation arising from a similar procedure under national legislation or regulations.
  • Neither the bidder nor any company to which it regularly subcontracts has been convicted of fraud, corruption, involvement in a criminal organization, a money-laundering offence, an offence concerning professional conduct, a breach of applicable labour law or labour tax legislation, or any other illegal activity by a national or international court.
  • Neither the bidder nor any company to which it regularly subcontracts has failed to comply with its obligations relating to the payment of social security contributions or taxes under the laws of the relevant country in which the bidder operates.
  • The bidder has not been barred from participating in any tender issued by a CGIAR organization.

A bidder will automatically be excluded or disqualified if it is found to have misrepresented information in its tender or failed to provide the required information.

Conflict of interest and non-collusion

Each bidder must confirm in writing:

  • That it is not aware of any connection between the bidder, its directors, or its senior managers and the directors or staff of CIAT that could affect the outcome of the selection process. Any such connection must be disclosed.
  • That it has not communicated the amount or approximate amount of the award to anyone other than CIAT.
  • That it has not and will not offer, pay, or give any money, commission, gift, inducement, or other financial benefit, directly or indirectly, to any person for performing or omitting an act relating to the tender process.

Reservation of rights

CIAT reserves the right to accept or reject any bid, annul the tendering process, or reject all tenders at any time before the contract is awarded.

CIAT may exercise these rights without incurring liability to the affected tenderer or tenderers and without any obligation to inform them of the grounds for the procuring entity’s decision.
