Tender notice

North Star Alliance Tanzania invites sealed bids from eligible and qualified engineering and construction firms.

The contract involves the comprehensive refurbishment of two containers in Dar es Salaam, construction of a recreational space within the premises and relocation of the Tunduma Clinic containers from Uzunguni Mpemba, Tunduma, to Tanzania Road Haulage (TRH).

The containers serve as functional mobile medical clinics for truck drivers and the surrounding community.

Interested and eligible firms may obtain a soft copy of the tender documents from the project contact person during normal working hours, from 8:00 a.m. to 4:30 p.m., Monday to Friday, excluding weekends.

Completed tender documents, including quotations and the Bill of Quantities, must be deposited in the tender box at the reception of North Star Alliance Kurasini Wellness Centre no later than 9 September 2026 at 4:30 p.m.

Bulk tender documents that cannot pass through the tender-box slot should be handed to the project officer at the reception desk. Late tenders will be rejected.

Scope of work

The successful bidder will undertake the following work:

• Renovation of the exterior fence and floor.
• Interior renovation.
• Roof repairs.
• Container repairs.
• Construction of a recreational space, including the supply of furniture and entertainment facilities.
• Relocation of the Tunduma Clinic containers from Uzunguni Mpemba to Tanzania Road Haulage (TRH).

Eligibility, instructions to bidders and evaluation criteria

Scope of the bid

Bidders must complete the work within 30 days from the date of signing the contract.

Cost of bidding

The bidder will bear all costs associated with preparing and submitting the bid. North Star Alliance Tanzania will not be responsible or liable for those costs.

Amendments to the bidding documents

North Star Alliance Tanzania may amend the bidding documents through an addendum up to three days before the submission deadline.

Evaluation process

Bids will be evaluated through a three-tier process.

Tier 1: Administrative requirements – Pass or fail

Bidders must submit:

• A valid Contractors Registration Board certificate for Civil or Building Class V or above.
• A valid Tanzania Revenue Authority Tax Clearance Certificate and TIN.
• A signed Bid Securing Declaration.

Tier 2: Technical evaluation – 70%

The technical proposal will be evaluated as follows:

• Relevant work experience – 30%
  • Evidence of at least three projects involving container modification or clinic setup.
• Technical approach and methodology – 20%
  • A detailed work plan explaining how the work will be carried out safely.
• Qualifications of key personnel – 10%
  • The CV of a qualified site foreman or welding supervisor with more than three years of experience.
• Work schedule and delivery timeline – 10%
  • A realistic Gantt chart demonstrating completion within the required project timeline.

Tier 3: Financial proposal analysis – 30%

The financial proposal will be evaluated as follows:

• Price competitiveness – 20%
  • The lowest evaluated realistic bid will receive full marks.
• Arithmetical accuracy and BOQ completeness – 10%
  • The Bill of Quantities must contain no missing rates and must have error-free calculations across all rows.

• Working hours: 8:00 a.m. to 4:30 p.m.

Bidders may also request a digital copy of the tender documents, which will be shared by email.

Envelope labelling

The hard-copy bid must be placed in a sealed envelope and clearly marked:
