Expression of interest for supply of different goods, services and works at Imagine Worldwide Tanzania
Imagine Worldwide Tanzania invites eligible suppliers, service providers, contractors, consultants and firms to submit expressions of interest for the supply of different goods, services and works for its offices and project locations in Tanzania. The opportunity is issued under PRF No. 90/EOI/001 and covers multiple procurement lots, including printing, tyres, stationery, ICT equipment, vehicle service, ancillary equipment, fabrication materials, accommodation, logistics, insurance, clearing and forwarding, consultancy services, car hire, office kitchen and cleaning materials, and ticketing services.

Imagine Worldwide Tanzania, registered as I-Ngo/R/8037, is affiliated with Imagine Worldwide, a global NGO committed to transforming education through innovative technology.
The organization works to demonstrate that children, when provided with access to personalized, tablet-based learning, can acquire foundational literacy and numeracy skills with minimal adult supervision. Through evidence-based digital learning solutions, Imagine Worldwide partners with governments, schools and communities to expand access to quality education for underserved children.
Imagine Worldwide Tanzania implements the MsingiTek program through a Memorandum of Understanding with:
- The Ministry of Education, Science and Technology
- The Prime Minister’s Office, Regional Administration and Local Government
- The Ministry of Education and Vocational Training in Zanzibar
The program is implemented in five mainland regions:
- Morogoro
- Manyara
- Shinyanga

It is also implemented across 11 districts in Zanzibar.

Nature of the contract
The expression of interest covers goods, services and works contracts or agreements.
The provisional commencement date of the contract is July 2026.
The expected period of execution is from July 2026 to 30 June 2027.

Deadline for submitting offers
The deadline for submitting offers is 12 June 2026, by 17:00 hours East Africa Time.
Late submissions will not be considered.
Eligibility requirements
Participation is open to all legal entities registered in Tanzania, excluding public authorities.
For service contracts, consultants included in one bidder’s offer cannot be part of another bidder’s offer. Any such consultants may be excluded from the procedure without further evaluation.
Civil servants and persons elected or appointed to public functions are not eligible to participate as consultants in this expression of interest procedure. Any offer including such persons will be excluded without further evaluation.

Legal registration documents
Bidders must provide evidence of legal registration in Tanzania, including:
- Certificate of registration from relevant authorities, such as BRELA
- Certificate of registration from professional bodies for consultancy services

- Taxpayer Identification Number certificate
- VAT Registration Number certificate
Experience requirements
The firm must have at least three years of proven professional experience in the relevant sector.
The bidder should demonstrate experience working with international NGOs and development partners.
Required documentary evidence includes:
- Reference letters from international NGOs and development partners
- Relevant contracts, references or other documentary evidence issued by a contracting authority
Financial capacity
The annual turnover of the company, organization or individual over the past three years must be equal to or exceed:
- TZS 100,000,000 for companies or organizations
- TZS 50,000,000 for sole proprietors
Required evidence:
- Audited financial statements
Tax compliance
Bidders must provide a valid tax clearance certificate issued in the same month in which the bid is submitted.
Project experience
The bidder must have carried out at least 10 projects in the relevant fields during the past three years: 2023, 2024 and 2025.
Documentary evidence may include:

- References
- Other relevant evidence issued by a contracting authority
Only documentary evidence relevant to the thematic fields of the expression of interest will be considered.
Costs of preparing offers
All costs incurred by bidders in preparing and submitting offers are the responsibility of the bidder.
Imagine Worldwide Tanzania will not reimburse costs related to:
- Preparing offers
- Submitting offers
- Negotiations
- Interviews
- Any other costs incurred during the expression of interest process
Sub-contracting
Sub-contracting services to another legal person is not allowed.
Evaluation of offers
All offers will be evaluated in accordance with the stated eligibility, technical and financial criteria.
The evaluation process is confidential. Procurement Committee decisions are collective, and committee members are bound by secrecy.
Evaluation reports and written records are for official use only and will not be shared with bidders or external parties other than Imagine Worldwide Tanzania.
Technical and financial evaluation criteria
Technical evaluation
Technical offers will be evaluated according to the specific requirements of each lot and, where applicable, the terms of reference.
Bidders who submit all eligibility documents and pass the technical evaluation will proceed to the next stage.
For technical specifications, bidders must receive “Yes” in all required technical items to proceed.
Financial evaluation
Financial offers must be submitted in Tanzania Shillings.
For goods without technical requirements, evaluation will be based on the lowest price.
For works or services with technical requirements, evaluation will follow the weighted criteria below:
- Technical offer: 40 points
- Legal registration: 5 points
- Technical requirements listed under the relevant lot or terms of reference: 15 points
- Financial offer: 40 points
- Total maximum score: 100 points
The final award will be made to the economically most advantageous offer, based on technical quality and the lowest price.
Imagine Worldwide Tanzania reserves the right to:
- Enter into negotiations with eligible bidders
- Purchase or contract only part of the required services
- Cancel the expression of interest procedure
- Award one supplier for all items in a lot
- Award multiple suppliers for selected items in a lot

Financial offer requirements
The financial offer must include:
- Signed Financial Offer Form
The financial offer must be presented in Tanzania Shillings.
Prices must be all-inclusive. The supplier or contractor must cover all costs required to perform the assignment, including but not limited to:
- Office accommodation
- Transport
- Internet access
- Equipment
- Administrative support
- Secretarial support
- Interpretation services
Imagine Worldwide Tanzania is not exempt from VAT. Therefore, prices offered must be VAT inclusive.
However, where a project is exempt from VAT, Imagine Worldwide Tanzania will provide the successful bidder with an exemption certificate issued by the revenue authority.
The contractor remains responsible for all other taxes and duties in accordance with Tanzanian law.

Email subject and body requirements
The email subject must contain only:
- Reference number
- Lot number
- Goods, service or works title

- Bidder’s official name

- Telephone number
Alteration or withdrawal of offers
Bidders may alter or withdraw their offers by written notification before the submission deadline.
No offer may be altered after the deadline.
Imagine Worldwide Tanzania retains ownership of all offers that have not been withdrawn. Bidders do not have the right to have submitted offers returned.
Validity of offers
Bidders are bound by their offers for 90 days after the submission deadline.
In exceptional cases, Imagine Worldwide Tanzania may request an extension of the validity period before it expires. The extension may not exceed 40 days.
Contract signature
Within 15 days of receiving the purchase order or contract already signed by Imagine Worldwide Tanzania, the selected bidder must sign and date the contract.
Failure to comply may lead to annulment of the award decision. In such a case, Imagine Worldwide Tanzania may award the contract to another bidder or cancel the expression of interest procedure.
Payment terms
Prices must include all expenses.
Payment will be made by bank transfer in Tanzania Shillings to the winning bidder.
Payment will be made within a maximum of 30 working days from the date of acceptance of goods or execution of services or works.
Cases of non-performance and related legal consequences will be indicated separately in the contract.
Terms of cooperation
Contracted parties must perform according to the agreed timeline and in accordance with the relevant Imagine Worldwide Tanzania purchase order or service provider contract.
Imagine Worldwide Tanzania reserves the right to:
- Increase or decrease the number of ordered items
- Select suppliers or implementers at its own discretion
- Reformulate the expression of interest if additional items are needed
- Terminate a contract unilaterally in case of failure or non-compliance with contractual obligations
The applicant is responsible for understanding all instructions, forms and requirements in the expression of interest documents.
The contract comes into force once signed by both parties.
Ethics and corrupt practices
Bidders making false declarations may face financial penalties of 10% of the total contract value.
This penalty may increase to 20% in the event of a repeated offence.
Offers may be rejected if a bidder attempts to:
- Obtain confidential information
- Enter into unlawful agreements with competitors
- Influence the procurement process
- Influence evaluation, clarification or comparison of offers
Bidders must not be affected by conflict of interest with other bidders or parties involved in the project.
Imagine Worldwide Tanzania reserves the right to suspend or cancel the procedure if corrupt practices, substantial errors, irregularities or fraud are discovered at any stage.
Contracts may also be terminated if the award or implementation gives rise to unusual commercial expenses, including improper commissions or payments to unclear or illegitimate recipients.
Operational language
All written communication for this expression of interest procedure and related contracts must be in English.
Additional information
The conclusion of the expression of interest and award of any purchase order or contract are subject to availability of funds.
Imagine Worldwide Tanzania may annul the expression of interest procedure at any time without liability.
Based on quotations received, Imagine Worldwide Tanzania may award:
- One bidder to supply all items under a specific lot
- Several bidders to supply selected items under a specific lot
