Médecins du Monde (MdM) is an international humanitarian medical organization committed to international solidarity and social justice. For over 30 years, MdM has been providing medical care to the most vulnerable populations while advocating for universal access to healthcare and the protection of human dignity and rights.

MdM operates in 44 countries worldwide and focuses on four priority areas:

  • Health of migrants and displaced populations
  • Sexual and reproductive health
  • Harm reduction for people who use drugs
  • Emergency and crisis response

MdM has been active in Tanzania since 2010, with strong expertise in harm reduction, HIV/AIDS, TB, and sexual and reproductive health programs, working closely with national authorities, civil society organizations, and international partners.

Context

MdM has had a presence in Tanzania since 2010, primarily focusing on HIV/AIDS development projects. Since 2010, MdM has shifted its emphasis in Tanzania towards establishing harm reduction services for people who use drugs. Initially implementing the first comprehensive harm reduction program in the country, MdM operated in a district of Temeke in Dar es Salaam Region.

Throughout the implementation phase, MdM maintained close collaboration with Temeke OST clinic. This collaboration involved joint efforts in organizing and delivering services both within the facility and through outreach initiatives, encompassing activities such as HIV testing and treatment, TB screening, testing, and treatment, Hepatitis screening, wound dressing, and emergency response for overdose incidents. Technical support, including training, mentoring, and supportive supervision, played pivotal role in the collaborative efforts. In 2020, the implementation was transitioned to the local civil society, with funding support from the Global fund. However, MdM continued its presence in Tanzania, offering ongoing technical expertise and coordinating the expansion of these programs to various locations across the country including Dar es Salaam, Arusha, Bagamoyo, Chalinze and Tanga. In the realm of harm reduction, MdM Tanzania has embarked on new programs with a regional approach, extending its influence to provide technical assistance and support in Burundi and Rwanda. These programs are spearheaded from the Tanzania office. Furthermore, in 2022, MdM initiated sexual reproductive health intervention in collaboration with national and international partners. These interventions, including TB screening, testing and treatment are underway in both Dar es Salaam and Dodoma regions, with plans to intensify MdM’s presence in this sector moving forward.

Background and Rationale

As part of its commitment to safeguarding, accountability, and ethical humanitarian action, MdM Tanzania seeks a qualified and experienced consultant to conduct Preventing Sexual Exploitation and Abuse (PSEA) training for MdM staff and implementing partners across Tanzania missions.

PSEA is a core component of MdM’s safeguarding framework and is essential to ensuring safe, respectful, and rights-based services for both beneficiaries and staff.

Objectives of the Consultancy

The overall objective is to strengthen staff and partners’ understanding and application of PSEA principles. Specifically, the consultancy aims to:

  • Enhance knowledge of PSEA concepts, policies, and international standards
  • Strengthen staff capacity to prevent, identify, and respond to SEA incidents
  • Promote understanding of MdM’s PSEA policy, scope, and reporting mechanisms
  • Clarify distinctions between sexual exploitation, abuse, harassment, assault, psychological harassment, and abuse of power
  • Equip staff and focal points with practical tools for prevention, reporting, and appropriate response

 

 

Scope of Work & Key Activities

The consultant will be responsible for:

  • Briefing with MdM PSEA Advisor and Tanzania team
  • Adapting MdM training materials to the Tanzanian socio-cultural context
  • Translating PSEA policies, posters, and training materials into Swahili
  • Coordinating training logistics with MdM mission teams
  • Delivering participatory PSEA trainings (awareness, focal point training, and training of trainers)
  • Designing and administering pre- and post-training assessments
  • Preparing a comprehensive final training report

Trainings to Be Conducted and Durations

Mission in Tanzania

Preliminary work (1.5 days)

  • The translation of the PSEA policy in Swahili (please keep the same graphic charter than in the PSEA policy in English). Please add in introduction of the document that in case of conflict of interpretation between the English & the Swahili document, the English document will be used for the final interpretation.
  • The translation of the PSEA posters in Swahili based on the English version given by MDM (MDM will do the layout for the posters only)

Training 1: Awareness session for all MdM staff and partner staff in Swahili in Dar es Salaam MdM Coordination office (2 sessions) (3 days)

  • Translate the half day awareness raising session on PSEA in Swahili based on the the English training material given by MDM (1 day for translation & pre & posttest survey)
  • The consultant will create Pre & Post test related to this training in Swahili
  • The consultant will animate 2 sessions (2 days) of training in Swahili for following staff:
  • MDM Staff: 18 Participants
  • Partners Staff: 12 Participants (2 Participants per Partner Organization)
  • Consultants: 2

Training 2: Training session for PSEA focal points (2 Staff members) who have a role in sensitizing the teams, listening to the PSEA reports & reporting it into the “abuse mail address” in English in Dar es Salaam MdM Coordination office (1.5 day)

  • The consultant will create a half day training materials for PSEA focal points who have a role in sensitizing the teams, listening to the PSEA reports & reporting it into the abuse mail address ([email protected]) in English, including presentations, handouts, and case studies for the PSEA focal point (1 day for training material & pre and posttest material)
  • The consultant will create Pre- and post-training assessments to measure the effectiveness of the training in English.
  • The consultant will conduct this half day session in English training with the following staff (1/2 day)

 

Training 3: Training sessions of 8 trainers for the focal points & the human resources staff in Swahili in Dar es Salaam MdM Coordination office (3 days)

  • The consultant will create Training materials for the 2 days session in English, including presentations, handouts, and case studies for the PSEA focal point (1 days including pre & posttest material)
  • The consultant will create pre-and post-training assessments in English to measure the effectiveness of this training.
  • The consultant will conduct this half day session training in English with the following staff (2 days)

A comprehensive report in English summarizing the training activities and the results of pre & posttest for the 3 trainings (1 day)

  • Trainings report in English

o        including Statistics on pre and posttests results for each training

o        including Recommendations if any

  • Annex with attendance sheets & clean excel list of trained staff to be shared to HR department

 

Deliverables

  • Translated PSEA policy and posters (Swahili)
  • Adapted training materials (English & Swahili)
  • Pre- and post-training assessments
  • Attendance lists and clean Excel database of trained staff
  • Final comprehensive training report in English, including results analysis and recommendations

Required Qualifications and Experience

The consultant must have:

  • Proven expertise in PSEA and safeguarding within humanitarian or NGO settings
  • Strong knowledge of international PSEA guidelines and best practices
  • Demonstrated experience delivering PSEA trainings to diverse audiences
  • Experience working in Africa; knowledge of Tanzania is a strong asset
  • Familiarity with Tanzanian socio-cultural context
  • Fluency in English and Swahili (mandatory)

Budget & Conditions

  • Consultancy fees must be all-inclusive, covering professional fees, per diem, local transport, and visa costs (if applicable)
  • The call is open to both national and international consultants
  • For international consultants, MdM will arrange flights and accommodation; visa costs must be included in the financial proposal
  • Selected consultants will arrange and pay for their own visas (MdM will provide supporting documents)
