Purpose of the tender
Qatar Charity invites eligible and qualified bidders to submit bids for the supply of furniture, fixtures, and equipment (FFE) in Dodoma under Project No. 313306-2026.
The project will be implemented within the city of Dodoma.
Tender documents

- Annex A: Bid Commitment Certificate.
- Annex B: Technical Offer.
- Annex C: Financial Offer.
- Bill of Quantities (BOQ).
- Any other annexes issued by Qatar Charity.
Qatar Charity reserves the right to amend the tender booklet before the submission deadline and before award of the tender, where necessary. Written notifications may be issued to bidders regarding any amendments, and Qatar Charity may extend the submission deadline at its discretion.
All bids, documents, publications, and copies extracted by any party shall remain the property of Qatar Charity.

Bid submission requirements
Bidders must review all required documents in the tender booklet before submitting their bids. Non-compliance with the required conditions may result in disqualification.
Each company must submit one complete document containing both the technical and financial proposal through:

Technical offer requirements
Bidders must submit the following technical documents:
- Tender booklet and specifications, signed and stamped on all pages without alteration or deletion.
- Company Memorandum of Association.
- Certificate of Incorporation or BRELA registration.
- BRELA extract.
- Valid business license or activity permit.
- Copies of passports or IDs of company owners and the authorized signatory.
- Valid tax card, tax registration certificate, or VAT certificate where applicable.
- Recently issued Tax Clearance Certificate.
- Bank certificate indicating authorized signatories and IBAN.
- Company profile, including:
- Company overview.
- Fields of work.
- Date of establishment.
- Executed projects.
- Supporting photos.
- Manpower.
- Equipment.
- Geographic reach.
- Certificates of experience and recommendation letters for previous projects, including:
- Reports.
- Contracts.
- Completion certificates.
- Evidence of operational capacity.
- Evidence of supply chain capability.
- Reference list showing qualifications and similar completed projects within the last four years.
- Financial capacity documents, including:
- Audited financial statements for the last three years.
- Recent bank certificate proving financial capability.
- IDs of signatories or contact personnel.
- Proof of registration and licensing with all relevant regulatory bodies in Tanzania, where required, such as:
- TBS.
- TMDA.
- BAKWATA.
- PHAB.
- OSHA.
- Any other applicable authority.
Financial offer requirements
The financial offer must include:
- Signed and stamped financial proposal.
- Editable Excel version of the financial proposal.
- Bid letter showing:
- Bid date.
- Total project cost.
- Bid validity.
- Financial proposal in the required currency.
- BOQ with unit price and total price for each item.
- Total financial offer written in both figures and words.
- Company stamp.
- Date and time.
- Name and signature of the authorized signatory.
The Tender Committee has the right to review price tables. If there is a discrepancy between written and numerical values, the written value shall prevail. If there is a discrepancy between the unit price and total price, the unit price shall prevail.
Company names and documents must be provided in the official language and English. If discrepancies occur, the official-language version shall prevail.
Bid validity
The tender document states that the bid validity should be at least 90 days, except for framework contracts, which must be valid for at least one year.
The technical proposal section also states that the bid must remain valid for not less than one year from the closing date. Bidders should follow the tender document carefully and seek clarification from Qatar Charity where needed.
Bid format and submission mechanism
All bid procedures must be completed by qualified staff. Bidders should not assume that Qatar Charity already knows their organization; all forms must be fully completed.
The company must create a main folder named after the company. The folder should contain two subfolders:
- Technical File.
- Financial File.
Incomplete bids will not be considered.
Technical evaluation will be conducted before financial evaluation.
Price accuracy
Bidders must verify all calculations and ensure that all documents are properly completed, signed, and stamped.
Modification and withdrawal
No modifications are allowed after the tender closing date.
If a bidder withdraws before evaluation, Qatar Charity may confiscate the bid security without prior notice.
Bid costs
Bidders are not entitled to claim any costs related to bid preparation, whether the bid is awarded or rejected.
Bidders are responsible for obtaining all necessary information at their own expense. Information provided in the tender is intended only to guide bidders. Bidders must independently verify the sufficiency of the information, and Qatar Charity shall not be responsible for any resulting loss, damage, or expenses.
Confidentiality and data protection
All information contained in the Invitation to Tender, subsequent correspondence, and later negotiations shall be considered confidential.
Bidders are not permitted to:
- Publish the Invitation to Tender.
- Communicate or disclose tender information to third parties.
- Use the information for any commercial or industrial purpose unrelated to this tender.
Bidders may disclose information only to entities that need it strictly for preparing the bid or supporting subsequent negotiations, provided confidentiality obligations are observed.
Qatar Charity will treat all information submitted by bidders as commercially confidential, except where disclosure is required by law.
All personal data submitted in response to this tender will be handled in accordance with Tanzania’s Personal Data Protection Act, 2022. By participating, bidders consent to the use of their data solely for procurement purposes. Any cross-border transfer of personal data will comply with the legal safeguards outlined in the Act.
Prevention of sexual exploitation and abuse
Qatar Charity unequivocally condemns all forms of sexual exploitation and abuse, bullying, and non-sexual abuses of power committed by its employees and affiliated personnel against any individual, irrespective of age, gender, sexuality, disability, religion, or ethnic origin.

Qatar Charity information security policy
Bidders must comply with Qatar Charity’s information security requirements, including the following:
- Equipment or services must comply with all legal and regulatory requirements of the State.
- Equipment or services must comply with intellectual property rights requirements.
- Acceptable use requirements apply to all information accessed, used, or processed by the external party.
- The supplier or service provider may be required to sign a Non-Disclosure and Compliance Agreement.
- The supplier or service provider must specify all access permissions required to perform the work, including access to physical premises, systems, or information during the contract period.
- The supplier or service provider must identify their information security level and ensure confidentiality, integrity, and availability of Qatar Charity’s information upon request.
- Contracts and confidentiality agreements must be reviewed by the Legal Department if the contract is provided by the external party.
- Contracts must align with Qatar Charity’s information security policies, procedures, and regulations in effect at the time of signing.
- A Service Level Agreement must be signed whenever applicable.
- Qatar Charity reserves the right to conduct audits to verify submitted qualifications and the supplier’s ability to fulfill contractual obligations.
- Qatar Charity may retain work monitoring reports and records to ensure compliance with information security requirements.
- Any changes made by the external party to Qatar Charity’s information assets, systems, or data must be fully documented.
- The supplier awarded the tender must sign a Confidentiality and Non-Disclosure Form.
Important instructions
- Qatar Charity may cancel or postpone tender evaluation if circumstances require it. Bidders will be notified accordingly.
- If the tender is postponed, all submitted bids shall remain valid for the extended duration.
- Each bid must be accompanied by an initial bid security of 0%, submitted in the form of a certified bank cheque or bank guarantee issued by an accredited bank.
- Any bid not accompanied by the required bid security will be disqualified.
- Cash payment of the initial bid security will not be accepted.
- The certified cheque or bank guarantee shall be returned to bidders who are not awarded the tender.
- The selected supplier will be formally notified in writing within one week from final approval of the tender result.
Annex A: Bid Commitment Certificate
The Bid Commitment Certificate must be printed on the official letterhead of the bidding company or engineering consultancy office, stamped, and submitted together with the bid.
The certificate must include:
- Name of the authorized person.
- Tender number and description.
- Name of the bidder.
- Declaration that all information is true and complete.
- Confirmation that the signatory is duly authorized.
- Confirmation that any individual signing the bid has been authorized by the bidder.
- Agreement to tender terms, conditions, and provisions.
- Confirmation that the bidder is legally bound to implement the project according to the Tender Document and Bill of Quantities.
- Agreement that Qatar Charity may apply penalties in case of non-compliance.
- Confirmation that the bid was submitted voluntarily and without improper consultation, communication, agreement, or arrangement with competitors.
- Confirmation that no arrangement has been made with competitors regarding:
- Prices.
- Geographic areas for provision of products or services.
- Pricing methods, factors, or formulas.
- Intention or decision to submit or not submit a bid.
- Submission of a non-compliant bid.
- Type, quantity, specifications, conditions, or delivery of products or services.
- Confirmation that bid terms were not known to, and will not be disclosed to, competitors before the official tender opening or contract award.
- Name, signature, and stamp.
- Valid authorization document.
- Copy of the authorized signatory’s valid identification document.
Note: Annex A in the document shows Tender Number QCTZ/2026/25, while the main tender document and Annex C show QCTZ/2026/42. Bidders should seek clarification from Qatar Charity before submission.
Annex B: Technical Proposal
The technical proposal must include details on the scope of work, work plan, project execution capacity, environmental and safety requirements, and legal compliance.
Scope of work
The project shall be implemented within the city of Dodoma.
Work plan and execution capacity
The bidder must submit detailed descriptions covering:
- Comprehensive timeline for executing the work, including the delivery schedule.
- Identification of the project team.
- Clear roles and responsibilities of project team members.
- Appointment of a company supervisor to communicate with Qatar Charity.
- Official email address for formal correspondence.
- WhatsApp number for urgent notifications, maintenance matters, and coordination.
- Safety and security procedures throughout the project implementation period.
- Confirmation that the supplying company will bear full legal and criminal responsibility for any property damage or loss of life caused by poor execution, non-compliance with standards, or failure to meet quality requirements until final handover.
- Methods for identifying potential risks.
- Risk mitigation and management plan.
Bill of Quantities
Bidders must refer to the attached BOQ and fill in the required unit prices and total prices.
Environmental, health, and safety requirements
- Goods must be properly and securely packed.
- Goods must be of good quality and safe for use.
- Products must be environmentally friendly.
Legal and regulatory requirements
The contractor or supplying company shall be fully responsible for obtaining all activity-related permits for shops and grocery stores, including the supply and delivery of materials and goods, and provision of containers where required by the Ministry of Municipality or any legally authorized entity.
Compliance is mandatory with:
- Local environmental regulations.
- Labor and employment laws.
- Civil Defense requirements.
- Any other applicable legislation.
Payment terms
Payments will be linked to completion milestones, including:
- Supply of goods and materials.
- Final handover.
- Provision of EFD receipts, invoices, and delivery notes.
Evaluation criteria
Company registration documents are a mandatory requirement for bid acceptance.
Technical proposal evaluation: 50%
The technical proposal will be assessed based on:
- Compliance and company acknowledgment of tender terms and conditions: 10%.
- Company profile, including overview, fields of work, establishment, and completed projects: 10%.
- Operational capacity and supply chain capabilities: 20%.
- Experience in the field with a list of projects completed within the last four years: 30%.
- Evaluation of submitted samples and assessment of quality and compliance with specifications: 15%.
- Financial capability and financial guarantees: 15%.
Financial proposal evaluation: 50%
Financial offers will be evaluated based on the most competitive and reasonable price, taking into consideration price realism and balance with technical requirements.
Bill of Quantities: Main supply items
Bidders are required to price the items listed in the BOQ and indicate the delivery time in days, weeks, or monthly terms.
Mosque
Required items include:
- Prayer carpets: 150 m².
- Audio system: 1 unit.
- Masaf shelves: 4 units.
- Rubbish bins: 2 units.
The mosque items include high-quality polypropylene heatset prayer carpets, a 240W 100V mixer-amplifier with voltage stabilizer, internal column speakers, external weatherproof horn speakers, hardwood Masaf shelves, and 15-liter hands-free pedal bins.
Ablution and toilets
Required items include:
- Sleepers/slippers: 14 units.
- Shoe racks: 4 units.
- Tissue paper dispensers: 4 units.
- Sanitary waste bins: 4 units.
- Soap dispensers: 4 units.
- Dustbins: 4 units.
The items must support hygiene and durability in high-moisture environments, including anti-slip slippers, modular shoe racks, wall-mounted jumbo-roll dispensers, slimline sanitary waste bins, bulk-fill soap dispensers, and hands-free pedal bins.
Madrasa
Required items include:
- Hardwood chairs: 30 units.
- Double student desks/tables: 30 units.
- Teacher tables: 2 units.
- Whiteboards: 2 units.
- Rubbish bins: 4 units.
The madrasa furniture specifications include hardwood chairs, double student desks made with seasoned hardwood frames, teacher tables with drawers and accessories, and standard school whiteboards with stands, erasers, and markers.
Imam house
Required items include:
- Beds: 2 units.
- Sofas: 2 units.
- Coffee table: 1 unit.
- Wardrobes: 2 units.
- Double decker bed: 1 unit.
- Bedside table: 1 unit.
- Bedside light: 1 unit.
- Bed sheet set: 1 unit.
- Bed covers: 2 units.
- Pillows: 2 units.
- 10-inch mattresses: 16 units.
- Window curtain sets: 2 units.
- Soap dispensers: 2 units.
- Paper towel dispenser: 1 unit.
- Waste bin: 1 unit.
- Horizontal blind: 1 unit.
- Microwave: 1 unit.
- Refrigerator: 1 unit.
- Electric kettle: 1 unit.
- Stainless steel four-plate cooker: 1 unit.
- Cooking gas cylinder: 1 unit.
- Cooking pot set: 1 unit.
- Electric hood: 1 unit.

These items include household furniture, bedding, curtains, bathroom accessories, kitchen appliances, cookware, dinnerware, and electrical appliances suitable for institutional use.
Shops
Required items include:
- Gondola-style metal shelving units: 2 units.
The shelves must be modular, made from cold-rolled steel, powder-coated in white or cream, rust- and humidity-resistant, and compliant with Tanzanian food safety and municipal hygiene requirements, including minimum base shelf height from the floor.
School
Required items include:
- Hardwood chairs: 320 units.
- Double student desks/tables: 320 units.
- Teacher tables: 8 units.
- Blackboards/whiteboards: 8 units.
- Storage shelves/cabinets: 8 units.
- Desktop computers: 2 units.
- Office desks: 2 units.
- Office chairs: 2 units.
- Guest chairs: 4 units.
- Dustbins: 2 units.
- White and tac boards: 2 units.
- Whiteboard markers: 2 units.
- Whiteboard erasers: 2 units.
- Thumb tacs: 2 units.
The school requirements include classroom furniture, teaching boards, storage cabinets, office furniture, computers with UPS and dust covers, and classroom accessories.

- Dustbin: 1 unit.
The security cabin items include office furniture, seating, communication equipment, and a 15-liter hands-free pedal bin.
